Fix critical timer bug

These removed checks were necessary only with the Elsa 1 implementation.
In Elsa 2, they are not only unnecessary, but would potentially cause timers to stop ticking if the scheduler (Quartz or Hangfire) execute the scheduled job *too soon*. This can sometimes happen, in which case the activities would return "cannot execute yet".
In which case the workflow runner simply does nothing.
We could have changed it such that the service responsible for scheduling timer event jobs handles "cannot execute" instances, but it's easier to just remove OnExecute altogether.

This fixes an issue where HTTP requests invoking workflows are aborted mid-way when e.g. WriteHttpResponse executes, causing the pipleine to trigger the RequestAborted cancelation token (which is used throughout the request into other services).
