Craig Fowler 1f13cf3dea Follow-up from #665, apply two fixes 
This contains the same conceptual fixes (if not
the same exact changes) as:

* e9d00e6b21
* 76588089a2

Together these fix the version number provided to SonarCloud
and also ensure that packages are packed.  The `before_package` step
seems to be ignored by AppVeyor, despite its docs stating it exists.

Craig Fowler 6ed7152740 Attempted fix to #665 - SonarCloud project key 
It's odd but it seems to be creating project keys
in a different format to how I've seen before.
Perhaps I've been caught out by a recent change.

Craig Fowler 711a4263fa WIP #665 - Add changes to YML in order to trigger SonarScanner 
The main things going on here in the YML are:
* Adding some env vars for SonarScanner
* Adding the SonarScanner package as a build tool
* Adding before-build/after-build steps to setup/teardown SonarScanner
* Separating the "pack" step from the "build" step
  * Pack moved to before-package
  * See https://www.appveyor.com/docs/build-configuration/#build-pipeline
* Remove the "tags only" analysis, but perhaps we can put this back later

Craig Fowler 34f01fbe3d WIP #665 - Beginnings of SonarCloud integration 
Adds an XUnit test logger to each test csproj
file (will be used by test script).

Also add a skeleton SonarCloud analysis config file with a couple
of settings for starters: Don't analyse exception classes or samples
for coverage.
