Goal — fix the product scope of the Todo app and the proof for every later layer.

Deliverables (done)

docs/PLAN.md — scope, route map, data model, the layer/owner/acceptance table, dropped layers.
SPEC.md rewritten to the Todo contract (routes, todos table, flows, FR/NFR, acceptance criteria).
.w4c/project.json description/tags realigned (the fields object keeps the confirmed creation answers).
Persistence decision locked: SQLite file DB in the app (DATABASE_URL, default file:./data/todos.db), no tenant-DB credentials needed.

Acceptance

git log --oneline -1 shows the docs: commit; docs/PLAN.md names a command/runtime proof for every layer below.
grep -c "todos" SPEC.md > 0 and no e-commerce route/entity remains in SPEC.md.
