Fini 6c44d58a31 feat(ai): add_cookie_banner_v0 — GDPR/CCPA cookie banner (76th tool) ... Sticky bottom-of-page disclosure card with title, body, accept / decline buttons (decline-then-accept order), and an optional "Cookie settings" link for fine-grained consent. Caller positions the banner; the tool emits the card itself with shadow + 1px slate border for visual lift above the page content.
