Batch A — six atomic/single-node tools moved from pen-mcp-local to pen-core builders so the embedded shim + Nitro SERVER_BUILDERS actually cover them: divider, badge, avatar, icon_button, icon_label, stat_grid. pen-mcp handlers delegate; 311/311 handler tests still pass (zero behavior change). Dispatcher short-circuit list now names 16 tools instead of 10 — AI generation under the flag can emit these directly without bouncing through batch_design fallback. |
