Kayshen-X 7607f061ac ci: trigger rust workflows on vendored-dep changes ... PRs touching vendor/casement (the winit fork) or vendor/agent rode green with zero CI: rust-check's pull_request paths had no vendor entry and rust-multiplatform only listed vendor/jian.
