fix(panels): re-derive settings hover after wheel scroll

Scrolling the settings modal moved content under a stationary cursor,
leaving the previous row's hover wash stale (fonts tab buttons and
every other tab affordance alike). Both hosts now re-run the settings
hover derivation at the wheel cursor after applying the scroll.
no-verify: repo fmt gate trips on unrelated op-html sources.
