Sipke Schoorstra c0bf4b7f84 Add support for selecting all records with empty filters ... Introduced a new property, `EmptyFilterSelectsAll`, to handle cases where empty filters should match all records. Updated logic in `WorkflowInstanceFinder` to respect this property, ensuring consistent behavior across the system.
