* fix(identity): honor tenant isolation in Memory user and application stores Align MemoryUserStore and MemoryApplicationStore with EF SetTenantIdFilter via TenantVisibility: null TenantId is default-tenant-only, and applications filter by ambient tenant. Stamp missing TenantId on write like ApplyTenantId.
