Optimize trigger indexing process
...
Indexing of workflows now only apply to "static" workflow providers such as the Configuration Workflow Provider (workflows written as C# classes and registered with a configuration object).
"dynamic" providers such as the DatabaseProvider will be excluded from indexing; instead, such workflows enter the system dynamically via API endpoints, at which point they get indexed on the fly.
This ensures speedy application startup.
