Switch to SQLite and update project and package configurations 
- Remove PostgreSQL project references and related configurations.
- Add `Directory.Build.props` to handle feature-specific package references.
- Update CShells package versions to 0.0.24.
- Add `elsa-preview-feedz` to NuGet config for package sourcing.
- Adjust application URL to use a new port.
